The market is full of various Learning Management Systems (LMs). They all offer the possibility to create and deliver blended learning courses. Some of them are proprietary, some of them are free to download and use, some of them are even open source.
Among all of them, the consortium of the VTT project selected and recommends Moodle. These are some of the main reasons for this choice:

Moodle is delivered under the GPL Licence, which is a free, copyleft license for software and other kinds of works. This means it is free software and you can redistribute it and/or modify it under certain terms.

It is widely used worldwide and versatile
There is a growing international community of teachers and trainers, eager to share their ideas and materials and always ready to help each other with doubts and difficulties.
Moodle is used from schools, universities, adult education organisations as well as from VET providers.
It is easy and intuitive to use
The learners don’t need to be experts in order to use Moodle as students. The provided interfaces are user friendly and learners do not need long lasting instructions. Learners just require some basic digital skills that can be easily acquired. In many European schools pupils with an age of 10 or 11 years use MOODLE regularly during their lessons of for distance learning assignments.
It is well documented
Trainers and site administrators have access to the so called Moodledocs. This is the Online Manual for Moodle, which can be found in many different languages and which is usually updated regularly. Besides that, a large community exists and is available for questions of answers open questions in forums.
It can be easily customized
It is possible to adapt the platform to your needs, change its appearance by using existing themes (to match your logo and colours), and because it is open source you can even change the programming code (if required).

It is multiplatform tool and supports multi-device
It works under the most common server system (Microsoft IS as well as under LINUX) and can be displayed in any kind of digital device - PCs, tablets, smartphones, etc. The access also is independently from the used operations system – the only need is a web browser (installed on the device) supporting HTML 5, CSS3 (cascaded style sheets Ver. 3), and JS (JavaScript). This is an important issue if the learners are supposed to be using different devices along their learning process. They even provide a Moodle Mobile App, which is a step forward in mobile learning.
It can be managed and maintained easily by the working place/institution themselves
MOODLE can easily be installed on a server owned by the institution or on rented webspace. The user administration can be done as stand-alone solution, or an existing active directory can be used for the user administration.
